This is Baizongia pistachia on Pistachia terebinthus, according to my 1 minute Google search. Well known aphid that induces seed pods - except they're not. Open them up and voila! Lots of wriggling aphids. Found in Cyprus, up in the hills near Lefkara, but present all over the place. Other galls were redder and more curled
